Windows 10: Error installing windows 10 64 bit on a pc with nothing on it. Rebuilt pc

So my pc broke cause something got spilled on the tower, i took it to some kid that knows a whole lot more about PCs than i do. He isnt an expert though, he just knows a lot more than i do. Nothing would turn on so he came to the conclusion that the power supply, hard drive, and solid state drive needed replaced so i did that and bought a windows 10 USB to get everything set up again. Everything powered on but when trying to boot it up withthe flash drive it just doesnt work, it takes me to an error screenim not home rightnow but i can update this post when i get home. It will install 32 bit though. I had 64 bit before it got messed up so i dont know what happened but i really need some help, i have no idea what im doing and i just want to play my games man, someone please help me. Spent $500 replacing what was broke and i dont want to feel like im just out of $500

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?

I don't have better steps - this is all, I have nothing to add.

Maybe it is worth noting issue was on Windows 10 Enterprise, build 14393.187, so maybe you should test on the same.
My other PCs have a different Windows 10 version - Pro, latest Insider Preview build from last week, and there is no such issue on those.
All are 64-bit edition of Windows 10.

This issue is not new. I have had same 1-2 years ago too, with older GPU-Z versions.

EDIT: And yes, I have Windows 10 UAC enabled and set to defaults. If you are using your Windows PCs with UAC off, you likely cannot reproduce this issue. *Smile
