Windows 10: Error - LoadLibrary failed with error 87: The parameter is incorrect - help required

I am trying to run basecamp software for Garmin and every time I go to initiate it I get an error message "LoadLibrary failed with error 87: The parameter is incorrect. It then won't allow me to progress any further. I contacted Garmin support who advised it is a local issue on my machine but having googled there are several options and I am not sure what to do to rectify the problem. Advice and support appreciated.

Photoshop from the creative cloud after purchasing access from the company. The trail version of the software worked. Now when I try to run Photoshop CC I get the error LoadLibrary failed with error 87: The parameter is incorrect. The software will not
load .

How do I correct this.

 

After Win10 update to 1809 starting GameMaker 2 over RDP results in "LoadLibrary failed with error 87: The parameter is incorrect." error

Since the infamous "October 2018" update installed recently I have been unable to start GameMaker 2 over RDP, getting instead the error:

LoadLibrary failed with error 87: The parameter is incorrect.

I seem to be able to use VNC to remote in and start GM2, and I APPEAR to be able to USE GM2 over RDP once it is up and running - but this is obviously a far from perfect solution.

Help? Please?

I updated Java and I am also running a newer version of .NET software. I still have the problem, I am trying to load Garmin Basecamp and I still have the "load library failed with error 87: the parameter is incorrect"
