Windows 10: Error on a program (KaCARS Flight tracker) after reinstall of .NET 3.5

So I have a program known as KaCARS that is used in flight sim and it a few days ago was saying I didn't have .NET 3.5, which I did, but the folder was corrupt and I ran a chkdsk and it removed it, so I reinstalled it using syschk. Now when I try to boot KaCARS I get a stopped working error. So I went into Reliability Monitor and got this in the details:

.Net 3.5 on Windows 10 error 0x800F081F on attempting to reinstall

since upgrading to Windows 10 pro from windows 7 Pro

i have had issues with certain programs not being able to connect to the internet (NavDesk 7.50 for my Navman) Curse Client and a few other programs

part of the suggested fixes were for unchecking the .Net 3.5 and then rechecking it from programs location (cant remember how i got there )

since then i have not been able to reinstall the .Net 3.5 as it keeps coming up with Error

0x800F081F

all info i have been able to find is that it is not being sent to right place or is not needed

as i Do need it to operate some programs i need to be able to reinstall the .Net 3.5

any help is much appriciated (other than being told to read the help files for win 10 - these are not helpful)

 

.NET FRAMEWORK NOT INSTALLING

I have a problem with aplications requiring .NET Framework 3.5. When I try to run such an aplication, appears a box, which says that that function is needed to run this program. I can choose the option
of downloading and installing it, but after a while appears an error that says that the function (.NET Framework 3.5) cannot be installed and shows an error code: 0x800736B3.
I found two solutions in the internet, but none work for me. The first is by Control Panel>Programs>Programs and Features >click Turn Windows features on or Off and selecting .NET
Framework 3.5. After that operation appears the same error as before. The second is by typing the command dism.exe /online /enable-feature /featurename:NetFX3 /Source:x:\sources\sxs /LimitAccess
in command prompt, after the replacement of x for my directory, the installation begins, but it stops at 65.8%, and give error:14003.
