Windows 10: Error: SetupDiag reports rollback failure found.

I'm wanting to upgrade to windows 11, but i repeatedly getting the 0xC1900101-0x20017 error. I tried everthing what is described on the forums. Media creation tool, updating bios, checking drivers, other user, clean boot. Error: SetupDiag reports rollback failure found. Last Phase = Finalize Last Operation = Remove System Restore checkpoints Error = 0xC1900101-0x20017How do i fix this error?

Running SetUpDiag gives the report below, if that means anything!

Error: SetupDiag reports rollback failure found.

Last Phase = Safe OS

Last Operation = Apply WIM file PathForNewOSFile, index 1 to D:\$WINDOWS.~BT\NewOS

Error = 0xC1900101-0x2000C

 

Windows 10 Rollback Upgrading From 1607 to 1803

Getting the following error after running the Windows 10 1803 upgrade on a PC currently loaded with 1607.

Error: SetupDiag reports rollback failure found.

Failure Data: Last Phase = SafeOS,Start

Last Operation = Save SAM and SECURITY hives

Error = 0x80070005-0x2000D

LogEntry: 2019-03-26 16:55:13, Error SP Operation failed: Save SAM and SECURITY hives. Error: 0x80070005[gle=0x000000b7]

Setup commands are: /auto upgrade /quiet /noreboot

Running the SFC /scannow prior to the upgrade

Any information would be welcome.
