Windows 10: Error strong cryptographic provider for RSA not found on windows server 2016

I am getting this error for code that work on Window 7 systems. Is there a service pack I need to install? Where can I find it?

I would like to understand the following

1) Are Microsoft RSA SChannel Cryptographic Provider and Microsoft Strong Cryptographic Provider supported on SHA2 certificates?

2) Are there any known vulnerabilities on these providers?

3) Is there any way to issue a SHA2 certificate using these cryptographic providers?
