Windows 10: Error that the internet has barely heard of? I can't find any answers.

"file system error (-1073741818)" shows up every time I try to run anything as administrator. When I do run things as administrator, my computer screen dims for about 10 seconds then that error message pops up. I can't run the command prompt, since you need to be administrator for that. Most every change to settings also requires running as administrator. My PC is relatively new, I bought it pre-built in August 2019 from "ibuypower". It is up-to-date with the newest form of Windows 10. What can I do? Searching the error provides almost no results, and the ones that pop up are no help or unintelligible.

Thanks, have heard this before...is their a step by step procedure to OC using the bios settings you suggest.
i don’t intend pushing this to its limit...but some increase would be great, any suggestions on a good air cooler ?
