And have reached out to Microsoft for "support" on two separate instances once on the 1/10/2024 at around 1PM CST and the second time on 1/13/2024 at around 9:00 AM CST. On the 10th a partial reset of the OS was attempted to "resolve" the issue and that did not fix it, and now on the 13th I found out it was a widespread issue and Microsoft's "Engineering". Try to apply the update manually As suggested by Microsoft. I just wrote a
step by step guide.

However be sure that the update itself is downloaded and that the installation part is failing, and not the downloading part.
