Hello, trying to download the Windows 11 Disk Image ISOBut I keep getting this error: We are unable to complete your request at this time. Some users, entities and locations are banned from using this service. For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed.

Windows 11 23H2 ISO "We are unable to complete your request at this time"

I wanted to download Windows 11 23H2 directly by downloading the 23H2 ISO, and using Rufus to create a Bootable USB Drive. I did that because Windows 11 23H2 hasn't been added to the Media Creation Tool yet. But my internet speed was very slow last night, so I decided to use Cloudflare 1.1.1.1 WARP. I started a download, and then canceled it to modify my network adapter to get a better speed. But at some point Windows 11 Download site was telling me "We are unable to complete your request at this time. Some users, entities and locations are banned from using this service. For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed." Now even with the VPN disabled I keep getting this error. How do I fix this, and download Windows 11 23H2 ISO from the official Microsoft Site.

 

Windows Updated(16299.309).KB4088776 Restart is required to complete.

Hi dalchina. Good news, I followed your suggestion and reinstalled the update and now it appears as "installed correctly" *Biggrin Maybe it was not necessary to run the Windows Update Troubleshooter or maybe if necessary. But using it I do not think it could have worsened something. The installation was very fast, unlike the first time it showed step 1 and step 2 completed.
