Windows 10: ethernet no valid ip configuration (tried everything possible)

hi, so overnight i suddenly lost all internet, took few days but the issue got resolved except for my PC, my PC is the only one not able to connect to the internet now (lan), my laptop (also via lan) and smartphone (wlan) can connect without any issues.

i did everything possible to solve the issue but it is not working, i have one theory that might solve it but not sure if possible.

the Things i tried:

check cable and router-PC lan sockets / update network adapters also uninstall install again / use cable from my Laptop, doesnt work on my PC / reset Network / go into cmd and type in various commands (followed internet guides) like ipconfig /renew /release, netsh winsock and stuff like that / give myself an ip address, was automatic before / make a file called ipautoconfigEnable in regedit (also from a guide)

and maybe even some more that i forgot now but none helped.

The Issues i am getting:

for one the PC says no valid ethernet connection, sometimes it says no standard gateway available (which often has a green checkmark on it when using the problemsolve feature, goes away after that) some cmd settings didnt work and it said no ethernet connection or access denied.

my Theory:

the Windows 1909 Update triggered all issues, my win doesnt update, its stuck at 0% and i cannot click on repeat or anything, is it possible somehow manually updating to 1909 from 1903? if yes how?

other than my theory i would appreciate any help possible, i have no internet since over a week and i am at a loss...
