Windows 10: Ethernet not working despite it working for other systems

I've been trying to fix my spotty internet for a few days now. But I've almost given up.My internet access comes and goes. Usually on a consistent time schedule.on for 18 hours off for 6 kind of situation, though it varies. I have tried reseting my local router in my room but I di not have access to the main server in the building so I cannot see what is going on there. I have tried multiple ethernet cables and none work.I have tried doing the netsh reset string of commandsI have tried doing a clean boot and an inplace install of windows to reset.I have also checked for all updates and gotte

Anyway everything works fine except for the ethernet port. Under device manager it is listed as "Ethernet Controller", under the category of "unknown devices" (along with several other unknown devices).

Go to the asus web site and look up your motherboard model. Then go to drivers and download your ethernet driver

 

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.
