Windows 10: Event id 7009

Hello, my pc is encountering this error every time I boot it up. Sometimes I dont even make it past the windows loading screen and it already occures. Ive tried every method, from registery editor, to safeboot scan and even the method microsoft recommends. What else could I possibly do?Because this issue happens so frequently that I cant even use my pc. I start the pc and it freezes, every time without fail. Some help would really be appreciated.

Windows 10 Service Control Manager Event Id 7009

Over the past year whenever there is a Windows update APC UPS service & APC Data service software (for a battery UPS) do not automatically restart after the update.

The services has to be manually restarted after each update.

Once restarted the APC UPS service & APC Data service software start as normal whenever the PC is restarted - that is until the next Windows update when the issue arises again.

The issue arose again this morning.

On examining the Windows Service log there were 3 error Service Control Manager messages - Event Id 7000, 7001 & 7009.

Event ID 7009 stated "A timeout was reached (45000 milliseconds) while waiting for the APC UPS Service service to connect";

Event ID 7001 stated "The APC Date Service depends on the APC UPS Service service which failed to start because of the following error - an instance of the service is already running;

Event ID 7000 stated "The APC UPS Service failed to start due to the following error - the service does not respond to the start or control request in a timely manner".

Curiously these error messages no longer appear in the Windows Service log this afternoon. Fortunately a screen capture was made this morning.

Prior to this issue arising the APC UPS service & APC Data service software automatically restarted after Windows updates.

Why would the issue only arise after a Windows update?

Any advice on how to resolve the issue?

From the information you provided, Event ID 7000, 7001 and 7009 could be the same type of error.

I truly understand that you are having a problem on Event ID 7009 – that leads your computer's whole screen freeze and lose audio.

You may try the steps below that could possibly fix the issue.

1. 1. Click the Start button, then click Run, type regedit, and click OK.
   
2. 2. In the Registry Editor, click the registry subkey HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control.
   
3. 3. In the details pane, locate the ServicesPipeTimeout entry, right-click that entry and then select Modify.
   

Note: If the ServicesPipeTimeout entry does not exist, you must create it by selecting New on the Edit menu, followed by the DWORD Value, then typing ServicesPipeTimeout, and clicking Enter.

1. 4. Click Decimal, enter the new timeout value in milliseconds, and then click OK.
   
2. 5. Restart the computer.
