Windows 10: Every Microsoft app is unresponsive

HP desktop, Windows 10, all updates are complete. When my computer boots, I get an error message saying Windows Defender isn't running, and to "click here" to repair it. I click and get a message saying I need a new app to install the Windows Defender link. I click on most any MS app from the Start menu, and nothing happens, including Microsoft store. When I try to repair the Microsoft store from the Settings/Apps menu, it isn't there. I do a search for that app there, and it says it isn't there, so there is no way to reset it. When I try to open the Windows firewall, it says that Windows
