Windows 10: Every time I start my PC my cpu runs at 100% and my fans kick on to max. Why is it doing this?

Hello, every time I turn on my computer I have to restart my computer once or twice for my CPU to drop from running at 100%. Even after a restart, some apps like browsers will spike to using 50% CPU. I have gone through many forums and searches to try to fix this issue but it is still going on. I usually would not say 100% utilization is an issue but my CPU temps spike to 150+ Fahrenheit, which worries me. I do not just restart when I see 100% I restart after doing stuff for 10 or so minutes and it is still 100% without dropping once.I have tried: - a clean boot to see if it's an app causing t

Intel i3 6100 fan running at max speed for no reason!

On December 26th, I moved my PC into a new case. For about a week, my CPU fan kept spinning at max speed for no reason and i couldnt change it in the BIOS or anything. I booted up my PC on January 2nd and for some reason, my fan was normal. A week later
today, after the new update, my CPU fan is back to spinning at 100%. My temps are very low so there's no reason for it to be spinning so fast; any help? running the stock cooler with an MSI H110M Pro-VH motherboard and a GTX 970. CPU usage in task manager
is pretty low as well.

I have the opposite trouble.

Before W10 and even some time after that, the CPU fan boosted to max speed when gamming or deep usage applications. Also, everytime when sutting down the PC, the CPU sterting to run max-speed a few seconds before shutting down, which i think is a cool feature
to prevent damage because last second high temperatures and fan not working.

But now this does not happen any longer. The CPU fan works all the time, but at minimal speed, even when the temperatures go skyrocket-high, and the fan never speed-up.

I understand that CPU fan at max speed full time can be annoying, but this issue is hurting my computer, quite a bit, and I think that this will not make it last much longer.

Please, help.

SpeedFAN app can't allow me to control the FAN speed but is indicating an alarming 80º C bot CPU and GPU, and W10 does not allow to enter bios to check things like that.

hope Microsoft understands.

• Does the fan runs constantly fast or do you hear any noise?
• Have you tried updating all the drivers of your computer?
• Have you tried any troubleshooting steps before posting this concern? If yes, what are those?
• What is the memory/disk usage in task manager?

  and hit Enter. Check which application
  is taking more memory or disk usage.
