Windows 10: Everything can't load after 10s of turning on pc

After I turn on my laptop my homescreen loaded but after a few seconds I cannot interact with anything not even task manager . I only manage to open it right after turning on my laptop after I close it I can't even open it again every single application I can't open. I can't shut down my laptop can't restart all happen suddenly no idea what caused it , did a virus scan no virus tried sfc scannow no results only way for me to turn pc off is by force restart

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??

 

Pc problem, randomly doesn't turn on sometimes.

Fast startup is a feature in Windows that helps your computer start faster. You can use the following steps to enable or disable fast startup.

• Type Control Panel in the search box.
• Click Control Panel.
• Click Power Options.
• Click Choose what the power buttons do.
• Click Change settings that are currently unavailable.
• Scroll down to Shutdown settings and uncheck Turn on fast startup.
• Click Save changes."

I turned it off i'll report back if problem still persists. Do you guys have any other ideas as well, just in case this doesn't work..
