Windows 10: Everytime I boot up my pc, it just sends me to a black screen with a cmd tab saying to...

So as I mentioned in the title the when I boot up my pc I get a cmd prompt screen from logon.exe telling me to press crtl alt del but nothing happens among pressing it, also the cmd prompt tab keeps on flashing around. So far I have tried SFC/ scan now, restore points, safe mode, resetting my pc and keeping old files, resetting my pc without keeping any files and system recovery, all having no luck. I also can't find anything online except for one unsolved post where someone had the exact same problem. I assume I will have to reinstall windows with a bootable device, but if I don't have to do

Hi all, for a while now whenever I turn on my computer and log on, I am greeted with a black desktop screen and cmd open.

i am able to open explorer.exe from cmd and my computer runs fine there afterwards. I have ran a few virus scans and everything seems clean.

Any suggestions?

Open a Run box (Windows key+R), type msconfig and press Enter.
Click on the Boot tab.
Make sure No GUI Boot is unchecked. Uncheck if it is checked then reboot.
