Windows 10: Excel hyperlink "cancelled due restrictions on this computer"

The source for this came out of an old thread: "Problem with Hyperlinks in Excel (10,13) with Windows 10" Symptom: Excel 10 hyperlinks generated above err message. Excel 16 worked. [ same workbook ] Cause: I deleted IE 11 [windows features..uninstall programs]. [Just the features...not the program] Putting IE 11 back online cured the problem. Regedit was not necessary. Excel Hyperlinks

My hyperlinks point to files on my PC in the same folder as the Excel spreadsheet.

I have manually typed the formula without success.

I have used the assistant to create the hyperlink without success.

The error message is:

"This operation has been canceled due to restrictions in effect on this computer.

See your system administrator."

My default browser is Edge.

I've updated my win10 to the anniversary update and faced a problem, when I hit a link in MS Outlook 2010, the following message appears:

This operation has been cancelled due to restrictions

I run a search on the net, set my browser, firefox ver. 50.0.3 64 bit as default browser, MS Outlook 2010 as my default mail program, but nothing changed.
I tried registry corrections suggested in https://support.microsoft.com/en-us/help/310049/hyperlinks-are-not-working-in-outlook

but the problem stayed.

What else can I do?
