Exception calling "Load" with "1" argument(s) after Windows 11 update

Immediately after I updated to Windows 11 I started getting the following error:

Exception calling "Load" with "1" argument(s): "Could not load file or assembly '2558120 bytes loaded from Anonymously

A Powershell window is opened without me initiating and this message is displayed. If I close the window it reappears after a few minutes. I am not doing anything with compilers, powershell, etc. Seems to be triggered just by browsing the web. Happens with both Chrome and Edge.

I installed the latest Powershell (7.3.2) as suggested elsewhere but the error always opens the power shell that was installed on the machine originally on the machine (5.1.22621.963). It does not seem possible to remove the old powershell. Both Chrome and Edge are at the latest versions. I do run a bunch of extensions in Chrome but Edge is running "naked"
