Windows 10: Exe file not working - Windows 10 obvious solutions already tried

I have Windows 10. About three weeks ago i used a program iStitch2 successfully, but yesterday, when I tried to open the program it failed. When clicking on the icon, a wheel appears for 2-3 seconds then disappears, so no error message is generated. Nothing is shown in Task Manager, when I do this. I have; checked for malware, checked the Registry, tried a different account, used the DSIM and scannow tools. I have uninstalled and re-installed. I have also tried a force start from the Command prompt but again I get the wheel. System Info:OS Windows 10 Pro version 10.0.19045 Build 19045Model 8

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

NESHTA.A VIRUS REMOVED BUT .EXE NOT WORKING

It is possible that you .exe is not working due to corrupted system files or account. To assist you better, kindly answer the following questions:

• Does this happen with a specific application or with all of your application?
• Have you tried creating a new admin account to check if the issue also with new account or only with the current account?

some .exe files hang


In the last 48 hours, some .exe files do not execute. If started from explorer, explorer hangs. No error messages. These files run on another Win 10 machine. Nothing obvious in the event viewer. I note that *.exe file cannot be deleted when the system is in this state. I must reboot to regain access to the .exe file. sfc /scannnow shows no errors.

Any suggestions?
