Windows 10: Explorer automatically scrolls up.

In Windows 11 I do not like that whenever I am on the below of a folder it automatically goes up.Please solve the issue. Because I literally paid/ I bought the genuine Windows 11 and I can't go to Windows 10 again.

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903

 

Windows Explorer automatically scrolls to bottom

There is a possibility that this issue occurs due to a virus in your system or with your PC settings.

We suggest that you follow the steps below for us to to find out the main problem:

Step 1: Perform Safe Boot.

Safe mode is a troubleshooting option for Windows that starts your computer in a limited state. Only the basic files and drivers necessary to run Windows are started. The word Safe Mode appears
in the corners of your monitor to identify which monitors mode you are using.

• Press Windows Key + R.
• Type msconfig and hit the Enter key.
• A system configuration box will pop up and click on
  Boot Tab.
• Select or click the check box Safe mode with networking.
• Click on Apply and OK.
• You will then see a restart button. Click it to restart your computer.

Step 2: Check PC background settings.

• Go to Settings.
• Select Personalization.
• Check Automatically pick an accent color from my background and make sure it is uncheck.
