Windows 10: Explorer.exe Application Error and Flashing Screen

I recently tried to open file explorer, but it kept crashing. I tried a few more times, and it never was able to stay open and then suddenly my screen started flashing. Every few seconds, my desktop will turn a solid color My windows theme color, and then go back to normal. It doesn't seem like a graphics issue since I am able to open task manager with ctrl shift esc and it stays open. I have tried many different things like starting it in safe mode and running SFC scan. The main issue is that it cleared my whole desktop and I don't have access to the taskbar. I can't click on the windows bu

link. Ending the Windows Explorer process and creating a new one are
also given as troubleshooting regarding the issue.

Thank you for your help, but im sorry the problem still there, after i did the 2nd step, the scan shows if there are corrupted files, but it can't fix it and only logged the result, and the memory diagnostics says there are no error.

Also, there is a notification says

"explorer.exe - system warning

Unknown hard error"

I would like to inform that Regsvr32.exe Application Error
Codes are caused by misconfigured system files in your windows operating system or by the following reasons:

• missing or damaged or modified .dll files.
• Invalid Entry or Command path.
• Active X control errors.
• Registry issues.
• Viral or Malware Attack.

I suggest you to run SFC scan and check if it helps.

System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

Follow the below steps:

• Right click on the Start button, click on
  Command Prompt (Admin).
• Type “sfc /scannow” without the quotes and hit
  Enter.
• After the scan, restart the computer and check for the issue.
