Windows 10: explorer.exe keeps resetting

My computer monitor resets every few seconds, and I have done the sfc /scannow things and it's saying problems found.I don't understand how to read this. File Explorer Column Headings Keep Resetting

  Folder

Windows 10 Explorer Jump List keeps resetting

I suggest you to reset Windows explorer and check the behavior.

Please follow the steps:

  Right click on the task Bar and select Task Manager.
  
• 
  Select Processes tab.
  
• 
  Choose windows explorer and right click on it.
  
• 
  Select end task
  
• 
  Click on file menu and select run new task.
  
• 
  Type explorer.exe
  
• 
  Click on ok.

No Internet Explorer after reset

After a factory reset Internet Explorer no longer works and QuickBooks Pro says it won't run without it. The Internet Explorer program folder is there with a few files but no .exe file. I tried to install it but get a pop up that it is already installed. It is not listed in Add/Remove Windows Programs to turn on. Is there any way to fix this?
