Windows 10: Explorer.exe not working on startup on windows 11

Whenever I start my PC I don't get any taskbar icons at all. To fix this I can restart explorer.exe. Currently I have to do this every time I start the PC.I previously had the same issue and then restarting explorer.exe did not work and I had to do a full cloud reset of win 11 to fix it. This worked for a couple of weeks but now the issue seems to have come back, but not quite as bad as before.Because of this reset i am running a pretty much clean install of win11. I have tried disabling all start up apps, as well as most of the fixes I can find online seems a common issue and no avail.Any i
