Windows 10: explorer.exe on crash loop, error code 0xc0000409 on Windows 10

Hello all,I've had an issue for the past 48 hours with my PC. It starts when I login and the login takes noticeably longer 20 seconds vs. the normal 3. Then, once on my desktop, the desktop icons and taskbar flash repeatedly, making them unusable. The only thing I can open is the Task Manager through the shortcut, and then I can access some things. You might want to take a peek at your Reliability History report and see if the error has been reported. You are able to view technical files related to the incident as well with that tool.

Just start typing "Reliability" in your search field in the task bar, and it will bring up the View Reliability History in the results and you just click on it.

As you can see, I'm currently dealing with one from RoboForm; but the reliability history viewer reports that it was reported:

 

Windows Explorer crashing with code 0xc0000409

I have recently been having issues with start up. A couple of days ago, the power went out while the system was shut down (but with fast startup enabled, if that matters at all). I turned my system on the next day and Explorer kept crashing on startup. I
went into the recovery environment and tried to do a sfc /scannow, but forgot I had to disable fast startup if I wanted to do that. So I went back into Windows and waited and eventually Explorer stopped crashing. I went into Event Viewer and noticed there

I eventually got a sfc /scannow and that did nothing. Also tried a dism /online /restorehealth. Still nothing. The system boots fine in safe mode, but explorer crashes when I click on the desktop. I was on 20H2, but eventually this got so bad that the Start
menu would not open (whenever I clicked the start button a critical error window would pop up). I have also tried replacing the ucrtbase.dll and explorer.exe from an install USB created using the official tool, but still no luck.

 

Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
