Windows 10: Explorer.exe seems to freeze at boot?

Hi,For a few weeks now I have the problem that when I start my Laptop after a true shutdown, in 75% of the times the Taskbar does not load and most processes can't be executed like opening firefox, opening the "run command console" with win+r etc.. If I hover with the cursor over where the taskbar should be, it shows the "busy" cursor. Taskmanager works sometimes, and when it does, it shows nothing special, no 100% utilization of my ssd or cpu etc.. That gave me the chance to kill explorer.exe to see what happens. Well, most of the time, nothing happens, sometimes it automatically restarts

File Explorer freezes when hovering the cursor over the "create" section.

In the meantime, we suggest you restart Windows Explorer by following the steps below:

• Type Task Manager in search bar.
• Click Task Manager.
• On the pop-up window, under Windows processes, scroll-down to
  Windows Explorer.
• Right-click Windows Explorer, and click Restart.
