Windows 10: Explorer folder always scrolls to the top when moving files

Using windows 11, when I want to organize some pictures/videos, I am finding that the folder will scroll to the top. Here is the scenario.I have two folder windows open. Each has hundreds of folders and may contain thousands of files. My first window is where I have all my photos thousands of them. I will click on several photos and cut/paste them into a folder in the other window to move them. When I do this, the 1st window will scroll all the way to the top. I then have to scroll down to find my place again. This is very annoying and time consuming. And I absolutely do not understa

Scroll bar keeps resetting in Windows File Explorer.

For some reason, when I'm browsing a long list of files, if I stop moving my scroll wheel for a few seconds, the scroll bar in the file explorer jumps back up to the very top. Which is annoying when I'm browsing a folder that has hundreds of files in it.
This only happens in the file explorer. Any suggestions?

When scrolling through a list of files in Explorer, the cursor continually moves back to the top of the list. Also when I try to rename a file the cursor moves back to the top of the list during this process.

You're not answering the question. How does the problem has anything to do with device drivers?

This is most inconvenient and irritating, especially if you're scrolling a large folder.

Please help. If this can't be fixed I'm uninstalling Windows 10 !!!
