Windows 10: Explorer not starting at logon

    When I first logon to my computer, Explorer does not start. This has only happened since the Windows 10 2004 update was installed.


    This is similar to the issue reported in:

    However, unlike that report, I do not get a command prompt - simply a completely black screen, until I move the mouse. Then, the mouse is shown, but the situation is otherwise the same. Pressing Ctrl-Alt-Del brings up Task Manager allowing the run of Explorer, and everything then runs as expected. There also is no "Shell" key as described in the above issue.


    Further complicating the situation but possibly giving some helpful information, this issue is occurring on a work notebook computer, and the issue only occurs when the notebook is connected to the work LAN - if I start the same computer on my LAN at home, it never has this issue.


    The possibly helpful information gained by this distinction in behaviour is that my work's domain policy causes a PowerShell logging script to be run at logon. This script collects information about who is logging in, and details of the computer, so the domain admins can audit which computers are used by which users, etc.


    However, this issue did not occur prior to the Windows 10 2004 update being installed and was intermittent for the first few days after that update installed, but now is occurring every time the computer is started while on the work LAN.

    I suggest you to follow the steps below to change the windows start up sound.


    • Type sounds
      in the control panel.

    • Click on sounds.

    • Under program events ,under
      windows just click windows logon.

    • Enable play start up sounds.

    • From speech
      select the sound for windows logon.

    • Click on apply.

    • Click ok.
    Method 2

    I suggest you to follow the steps below to change the windows log off sound.


    • Type sounds in the
      control panel.

    • Click on sounds.

    • Under program events ,under
      windows just click windows logoff.

    • From speech select the sound for
      windows logoff.

    • Click on apply.

    • Click ok.
    If windows logon and logoff options are not available,then in that case you just need to


    • Enable play start up sounds.to get the windows start up sound .And by default there will be single sound available for windows logon sound.

    • Click the Start Menu.
    • Right-click File Explorer.
    • Choose Pin to taskbar.

    Internet Explorer won't start

    Since the issue persists, we suggest that you rebuild the Internet Explorer 11 by turning it off and on from the Windows features. To do this, follow the steps below:

    • In the search box, type Program and Features and press
      Enter.
    • On the left pane of Program and Features window, click
      Turn Windows features on or off.
    • Untick the check box for Internet Explorer
      11 and click OK.
    • Once done, restart your computer for the changes to take effect.
    • After restarting, re-do the steps above except for the step 3 which you need to tick the check box for
      Internet Explorer 11 and click OK.
    • Restart your computer once more and check if the issue persists.

    Let us know if you can now launch the Internet Explorer 11.
