Windows 10: External libraries of Python "numpy" import error.

Kindly i am trying to figure out what is the problem when importing numpy in python 3.9.
When i tracked the website in the error message, It seems all these bugs are related to windows update, but i couldn't interpret how to fix this issue.
You can check the attached photo, which includes a snapshot of python IDE.
I am using Windows 10 Pro, Version 20H2, 64-bit operating system.

vscode cannot import some python modules

I have been using VSCODE to develop some python program.
Modules that I import include numpy and cssutils.
Sometimes VSCODE asked for upgrade that I usually agreed.
Then today, VSCODE cannot find cssutils.
I and my students checked all the environment variables, path variables, and surveyed the internet.
But there is no clue.
Some people said it is a VSCODE bug that the authors claimed has been fixed but actually not.
Some people suggests adding some declaration to the launch.json file and setting.json.

We tried all and none worked.
We have also shut down the PC and rerun vscode.

Finally, we uninstalled cssutils and pip install it again.
Then the problem became that numpy cannot be imported.
Then we tried all the methods listed in the above and surveyed the internet.
We also decide to uninstall and reinstall vscode.
But none worked.

Can someone help ?

 

Groove isn't importing my Itunes library

Corrupted system files may be one of the possible reason why you're unable to import your iTunes library in Groove. To better assist you, I'd like to gather more information:

• Have you made any recent changes prior to this issue?
• Could you tell us the exact error messages when you tried to import your iTunes library?
• Does this happen with a specific library only?
• What troubleshooting steps have you done so far?

• Have you made any recent changes prior to this issue? No changes made to ITunes or to Groove
• Could you tell us the exact error messages when you tried to import your iTunes library? Not getting any error messages. The ITunes library is listed under 'Where to Look For Music' but there's no import activity at all. I have tried reloading Groove
  and resetting the library data but without any success.
• Does this happen with a specific library only? It appears to only affect ITunes.....
• What troubleshooting steps have you done so far? I have reloaded Groove, and also rest the library path in Groove. I have checked the settings on the ITunes library - I have enable local network sharing (and tried it disabled), and I have made sure
  the 'Share XML' box is ticked.
