Windows 10: ExternalManifest leads to MSVCR80.dll System Error

Can someone please help? Only when I run a program with External Manifest, do I get the error.
I don't know much about Manifests but I think it's the Manifest causing the error.
This is a new computer running HP Spectre Laptop running Windows 10.

• I've tried running System File Checker: sfc /scannow
• I've tried running the DISM Tool: Dism /Online /Cleanup-Image /ScanHealth (no errors found)

MSVCR 80 Dill

MSVCR80.dll is missing


getting MSVCR80.dll is missing & I can not find it in my System32 folder den ran regsvr32 but getting error

 

Seagate DiscWizard 18.0.6036 Won't Launch User GUI

System is Windows 10 Home 64 bit.

Windows Version is 1703 (OS Build 15063.413)

Seagate DiscWizard 18.0.6036

DiscWizard application installs without errors, but when attempting to launch the application, the User GUI never appears and the application never shows up in Task Manager.

I really need this application so I can create system images, as the Win 7 System Image backup won't function because my System Reserved is at 30% free (100 MB Partition).

Can anybody give me some tips to address the MSVCR80.dll exception code?
