Windows 10: Extract.exe and Compress.exe

Hi, I've been snooping around in my drive, and found two files in my C drive labeled "compress.exe" and "extract.exe". I tried running them, but nothing happened. I'm just wondering why they're there, and whether they're safe to delete. I've scoured the internet, and found no result.
