Windows 10: Extremely slow PC with 100% CPU usage

For about a month, my PC has been extremely slow (to the point that it's unusable) with 100% CPU usage (caused by system interrupts). When I looked into it, I saw that the program ShellExperienceHost.exe was repeatedly crashing. I cannot interact with my taskbar at all. I tried opening the task manager to see what the issue was, but it doesn't respond and crashes immediately; however, I can see that the CPU usage is at 100%. Additionally, I tried to go the repair upgrade route, but my PC always crashes before the process can be completed. Out of every ten tries to get the settings to open, it works one time, but it crashes soon after. I tried updating the PC, but that didn't work either.

I scanned the disk for errors, but there are none. I ran a full scan of the PC to see if it was malware, but there are no viruses. I tried using the command prompt to fix the disc image, but that doesn't work either. I uninstalled all the apps on the PC, including Chrome and Edge, to see if they were the culprits, but my PC is still facing the same issue.

Sometimes, my PC runs into an unexpected problem and restarts, but when it does, it says no bootable device found. However, shutting it down using the power button and then starting it up again makes the PC start, but it's still very slow.

I am at a loss for what to do. Does anyone know what I can do? Thank you so much!

CPU Usage 100%

PC starts with 100% cpu usage. It won't come down even cpu is left idle. Cpu fan won't stop, when temp are normal.

 

Extremely slow Win10 with constant 100% disk

My Dell Inspiron 3147 (11 inch) continuously preforms extremely slow at everything; from loading Windows initially to logging in to opening programs...

Doing anything from a USB flash drive is much faster, however, for some reason.

So I checked task manager (with nothing else open on a fresh install) and disk usage was 100%, no matter what I did, with speeds extremely slow as well.

I'm not sure if my drive is fried or corrupted, but is there a way to solve this? I don't think it is fully broken if this is still bootable.

EDIT: All the specifications listed on my account are the same for this specific system.

(Also, running Ubuntu off of a separate USB stick, not touching the main drive, worked at expected speeds too. This supports that it is a drive issue.)

tl;dr: Laptop is extremely slow with the drive being at a constant 100% usage. Everything but the drive runs at normal speeds.

CPU usage at 100% from start up for no apparently good reason. Service Host appears to be the problem but I cant narrow it down more than that at present.

Any suggestions?

I am using Windows 10 full release version 64 bit.
