Windows 10: Factory Reset HP Victus Laptop repeatedly restarting on 64-68% for 2 days

I tried to factory reset my HP victus laptop but it’s been stuck at 64% then restarting and booting up then stuck at the 64% boot screen. I waited 2 days and it’s still the same, showing 64%-68% on a blue screen and then showing the Victus logo and then back to 64%. I tried System Repair from F11 key but I got an error. It also won’t let me download windows from Cloud and only lets me select local. I wanted to do a factory reset bc I was paranoid after I installed some malware by accident. I got rid of it but just wanted to make sure by fully resetting.Please help!

My laptop is restarting and is stuck at 64% during a factory reset

My laptop,An Acer R11 2 in 1 and it was slow.

So i did a factory reset and it suddenly turned off the computer during the reset

Now when I turn on the Laptop It says Preparing and shows 64% and then restarts

Please Help

Hey, I have a laptop with a broken screen and ever since I've updated to Windows 11, I can no longer download updates from the Windows Update tab in settings. This also forbids me from using Microsoft Store in some way. I've tried things like factory resetting my laptop or downgrading to Windows 10, but repeatedly get denied every time I try.
