Windows 10: Factory reset, shut off halfway, wont start

Okay so, i dont exactly know what my pc/monitor is, other than its an “ASUS” windows 8,- the problem, i was factory resetting it and my sibling turned it off before it finished resetting. It didnt get to install windows before it got reset so now it wont turn on, reboot, fix itself, or respond at all to my keybord thats plugged into it and i dont know what to do, or how much it will be to fix it.The most it can do right now is “start up” but Immediately shut off and go back on and off untell powerd off fully again.

PC won't start after it shut off during factory reset

Factory reset tablet stuck.


So I updated my tablet from 8.1-10.
There were some issues so i reinstalled some drivers and the issues continued so i did a factory reset.
The reset stopped halfway and wont continue.
The screen is mostly blank unless i fiddle with some things and a screen comes up asking if I want to continue to update, reset factory settings, trouble shoot, use usb or cd or continue the reset.
I have tried the reset a few times but it has not worked.

This is the tablet here. Unfortunately everything is also all in Japanese, which i understand somewhat but am kind of winging it.

 

PC shut down, wont turn back on

The fan twitch is it powering up and then the psu is noteing a short and cutting out hence why it wont do it again straight after until it's reset, something is blown or shorted out so you need to do as someone suggested and split the pc out then, on a table build the minimum up as he said and step by step see what's happening.
