Windows 10: Factory reset stuck on 64% and infinite reboot

Today I Factory reset my windows 11 laptop because it was getting leggy afterwards it went through most of the installation but then it got stuck at 64% then it starts restarting over and over again I've tried doing system repair but it says it could not repair my system I've tried reseting again no luck I've tried a few cmds nothing still please help!!

Windows 10 update stuck at 64% after factory reset

After factory resetting my laptop, the update for windows 10 has been stuck at 64%. It’s stuck in an infinite loop of loading hp and then it says welcome and then it says windows update at 64% and do not close for half a second. I had to video it and rewind to see what it said. Now the problem is some troubleshooting methods require shutting down and the screen says not to. What am I supposed to do?

I have this exact issue at the moment. The factory reset is stuck at 64% and no, the answer given wasn't very helpful AT ALL. The screen is still stuck at 64%, what's the next step i should take? Should i manually force the PC to shut down and start it back
up? Urgent, thanks.
