Windows 10: Factory resetting prevents pairing?

I've factory reset my PC new PC because there were some issues with finding my DNS server. Just for a new problem to arise. My mouse now can't pair with the computer and is marked as an unknown device. I think that it could be because it was still paired during the reset. please help me.I've tried everything on the internet but I keep getting the same answers.- reinstalling adapter- set Bluetooth Support Service to automatic/ check if running- troubleshoot literally is bad- resetting Bluetooth settings- checking for updates- booting safe mode I've been at this for hours and don't know what

• Are you performing a factory reset on a laptop or a desktop?
• Is this the first time you perform a factory reset on your device?
• What troubleshooting steps have you done so far to resolve your concern?

In the meantime, if you're working on a desktop, we suggest that you try to use a PS2 keyboard just to bypass the installation process. Once Windows is up and running, you may now plug your mouse and keyboard to initialize Windows to detect these devices.

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it
