Windows 10: FAILED: 019-04 Cumulative Update for Windows 10 Version 1709 for x64-based Systems...

I ALWAYS get this message when I perform a windows update. I have tried rebooting with a USB drive, I've tried resetting the PC... nothing works. I have updated every driver to the latest version and unplugged every device I can before performing a reboot or update and... same error. I've tried going through command prompt, bought restoration software... same error.I also get the dreaded message: We couldn't install Windows 10 We've set your PC back to the way it was right before you started installing Windows 10.0xC1900101 - 0x20017 The installation failed in the SAFE_OS phase with an error

I'm faced with above issue. Tried many solutions suggested on the forum and didn't resolved issue. Can anyone help on what could be ging wrong?

Tried - System Trobleshoot (windows Update), Windows10Upgrade9252, MediaCreationTool (failed on teh system after intial screens)

Error Message :

Tried this but no luck either. My errors are:

&

2018-04 Security Update for Adobe Flash Player for Windows 10 Version 1709 for x64-based Systems (KB4093110) - Error 0x800700c1

No updates working since February 2018, most were re-tried by Windows dozens of times, all failing. We need a fix for this, no security updates for 2 months is dangerous.
