Windows 10: ...failed in the SECOND_BOOT phase w/ an error during SYSPREP_RESPECIA

Trying to upgrade from 7 to 10.
It gets past the download, verify, and install then to the 10 boot process (After a restart) and during updates fails at 85% with the subject error and goes back to 7. I feel if it got to 100% it’d be done.
I unplugged all external hardware and disabled mcafee.
Can’t use the SetupDiag program yet. Is there anything to do to point to the problem?

Error with windows update, trying to install the November update of windows 10

The Installation failed in the SECOND_BOOT phase with an error during BOOT operation.

I have done the DISM stuff the SFC stuff and even did a full CLEAN install of windows 10 losing all my programs and that's how i got the error i listed above. I downloaded the patch using the Windows Media tool as the windows update wont seem to download it and say it will try again later. It always seems to fail on one of the restarts.

Any Idea how to get the November update installed? Oh and now some of my programs are saying im missing MSVCP100.dll and trying to go to the download page at Microsoft just says try again later.
