Windows 10: failed to start with the following error: 0xC0000022

My PC has been restarting BSOD recently as well as crashing my games randomly and I have been unable to find out why. I have tested my RAM through the windows memory diagnostic and nothing was found. I've made sure my BIOS and chipset are up to date as well as windows itself and no luck. I was recommended to check my event viewer for the error codes to try and see why I am crashing all my games and giving my PC the BSOD. I have found a couple different errors in the menu and one of them is "Kernel-EventTracing" 0x0000022, after looking at others that have this code, they get it after failing

Okay so after downloading the latest cumilative update, not the creators update I got this error
Session "Microsoft.Windows.UniversalNotificationPlatform" failed to start with the following error: 0xC0000022.

Any idea how to fix this?

after 1709 this error: "RtcPalVideoEtwSession" failed to start

Hello,
After the upgrade I am consistently getting this error:

"RtcPalVideoEtwSession" failed to start with the following error: 0xC0000022

Do know it is related to Skype for Business and several posts -- mostly in Microsoft Forums-- suggest uninstalling.

But Control Panel==>Programs and Features does not have Skype for Business listed.

I am running "stand alone" Office 2016 not Office 365 etc.

Stumped.
