Windows 10: Failed update from win 10 1909 to 2004

I have a Lenovo ideacentre 300-20ish with an Intel i7-6700 3.4GHz cpu 12 GB ram and 2 TB hard drive that USED TO run perfectly.

I did an upgrade to win 10 in August 2019 and the pc has not been right since. It became sluggish at best and when I contacted MS support for help the "solution" blew away Office 2016 pro that I bought while working and therefore had to purchase another instantiation which is described as a one time download only - I can't see any reference to it on my MS account so I'll probably lose that one too if things go as I suspect.

Bottom line is that for the last year+1 I've been struggling to maintain a stable working pc that has never run at the speed I was used to and now after attempting to update from 1909 to 2004 the action failed due to incompatibilities with my pc.

Now I can't restore, repair or refresh the apparently current win 10 1909 setup that is now unreachable. I can run command prompt functions: notepad to view directories and files in a pseudo window; run basic task manager; and even run windowsserviceauditor.exe, but is not very useful.

All the solutions I've seen and/or have access to ultimately assume that the windows environment can be accessed and used. Which is not an option for me.

Any sensible viable suggestions, preferably that doesn't blow away the current Office 2016 setup would be welcomed.

Btw I'm writing this piece on my android phone - why is it I've never ever had a similar OS meltdown on any of my various Galaxy S10, 8... etc... phones in all the years I've owned and used them?

After clean install pf Win 10 version 2004, system "Cannot connect to network". It was suggested I down grade to 1909.I have a version 2004 installation USB. I have a version 1909 ISO file. If I knew where the version 2004 was hiding, I could replace
it. Or I could create a new media, but all instructions lead to 2004 installs.
