Windows 10: Failed Windows 10 install error 0xc1900101 - 0x30018 first_boot sysprep

I'm trying to upgrade an older computer using Windows 7 Home 64bit to Windows 10 and it has failed each time. I've reviewed as many of the posts as I've can and tried each of the suggestions including: removing antivirus software, peripheral devices and related software, scanned the hard drive, defragged the hard drive, updated the drivers from the manufacturer's web site, replaced the coin battery on the motherboard, using a ethernet connection instead of wifi I even pulled the PCI wifi card Nothing has worked.A review of the setupapi.dev log after the failed windows 10 install indicates

0xc1900101 - 0x30018 first_boot sysprep (1903 Update)

I am trying updatng to 1903 Update, and i am keep getting this error 0xc1900101 - 0x30018 first_boot sysprep. I tried updating from windows update. And from ISO (offline) , and nothing helps. Even tried clean boot and unistalling antivirus.

 

Couldn't not install Windows 10 Error code 0xC1900101- 0x30018

Error code 0xC1900101- 0x30018, The installation failed in the FIRST_BOOT phase with an error during SYSPREP operation. This error code is not found in the Troubleshoot tips, can anyone help?
