Windows 10: Failef pc reset reposting since 1st post was removed

PC reset with files and everything else removed and installing windows locally, after reaching 100%, it started to set up the pc and while re-install/download windows, it stopped and there's a pop up that I either click "ok" or close the pop up, both would take me to a "administrator sign in" honestly, I'm too uneducated with these stuffs and I have absolutely no idea what to do now. Each time I start my pc, I get the "administrator sign in" that does not require passwords and once I'm in, my screen is missing task bar, windows related settings, task manager basically doesn't exist either.

I suggest you to follow the steps provided below to Reset the computer using Windows 10 ISO and check if it helps.

• Go to the Microsoft software download website and create Windows 10
  installation media.
• Insert the installation media you created, and then restart your PC.
• On the Install Windows screen, select Troubleshoot.
• In the troubleshoot screen, click on Reset this PC.
• Select the desired option and follow the steps to Reset the PC and check for status.

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

Unable to reset the pc

If you are having that message while trying to reset your computer, We suggest you to create an installation media for Windows 10 using Media
Creation Tool and perform a Reset.

Once the installation media is created, follow the steps below:

• Insert the installation media you created, and then restart your PC.
• On the Install Windows screen, select Repair your computer.
• On the Choose an option screen, select Troubleshoot. From there, you can use Safe Mode. Select
  Advanced Options >Reset This PC>Remove everything.
• After the reset is complete, check for status.
