Windows 10: Failure of KB2538243 to install repeatedly

I have windows 10 ver 1909 and I can not repeatedly get KB2538243 in install. I have checked and ran the trouble shooter to no success says there is NOT PROBLEM.

Method 1: Run the Windows Update troubleshooter


Press Windows + I key to open Settings, and then select
Update & Security > Troubleshoot, and then from the list select Windows Update > Run the troubleshooter.



Method 2: Reset Windows Update Components

We would suggest you to refer the steps as mention in this article:

Method 3: Microsoft Update Catalog

Install the KB2538243
update manually by downloading it on the PC from
Microsoft Update Catalog website.

Method 4: Run DISM & SFC scan


We would also suggest you to run the DISM & SFC Scan tool
to check if there is any windows file corruption causing this issue, refer this article:

"Application Install install package failure!" while installing 13.9

Running Windows 7 Ultimate x64 and MSI 6970 Lightning.

I was upgrading from 13.4 after I did a clean uninstall with AMD Catalyst Install Manager.

Doesn't say what installation failed in the install log. Everything in the log says Success but at the very bottom it says "Application Install: install package failure!" but doesn't say what failed to install.

I only install video drivers and no CCC.

The only thing I noticed is AMD Catalyst Install Manager is not listed in my programs list.

 

Windows update fail: KB2538243

I have a new Win10 Pro (1809) computer (x64 based processor) for 2 days now. I had my data from my old computer moved over to this one, which was also a Win10 computer but it had been upgraded form Win7. (Not sure why I'm mentioning this - but you never
know if it will be important)

I now have a Windows update that will not complete: KB2538243: Security Update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package (KB2538243) - Error 0x80070643. I have done a little research, but have found little. I tried to install
it manually and it will not work. Also ran the troubleshooter and that says there is nothing wrong. What is my next step?
