Windows 10: Failure upgrading from windows 10 to windows 11. Error: 0xC1900101 - 0x50016

I've been trying to upgrade my Windows 10 Pro to Windows 11 Pro with no progress. I removed my 3rd party anti-virus. I turned off all non-Microsoft startup services and programs. I updated my bios and the firmware on my SSD. I've run chkdsk, sfc, reset file system permissions, registry permission, re-registered system files. It gets to the portion of the install with a blue background and gets to the point where it wants to restart and then just said setup failed. I have even tried installing from the ISO, tried installing from a USB flash drive I created using the media creation tool. Ran chk

2) If you haven't yet you can try running the ISO or installation media created from https://www.microsoft.com/en-in/software-downlo... following the link next to each option "Before you Start". If you make the installation media you'll have it in case you need to Clean Install.

3) If all else fails you can do a Clean Install following these steps:

Double click the ISO to mount as a drive, or open the media you create, right click Setup to Run as Administrator, follow prompts to upgrade.

Windows 11 Upgrade

I tried upgrading using Windows Update, I also tried upgrading using the Windows 11 Installation Assistant. The PC Health Check App says my computer is compatible with Windows 11. I ran SetupDiag and it gave me

Error: abrupt down-level failure.

Error Code: 0xc190010 - 0x50016

Error: CDlpActionFinalize::ExecuteSetupPlatformFinalize(1192)

Result: 0xC1900101[gle=0x8007000d]
