    It does beg the question though, why is it still on Windows 10 mobile store?

    You don't have to pay anything for the mobile version of Windows 10, or for any mobile updates for that matter. It's an app in the Microsoft store called, 'Windows Insider'. It's totally free. So is the app, 'Preveiw For Developers' that I also mentioned.
    If you found something that costs money, it's either the update for PC to Windows 10, or it's a FAKE app in the store that is trying to scam people and should be reported to Microsoft immediately.

    petrib is correct. It is a shortcut to SIM numbers.

    Numbers on your SIM might not be in the position you think. Just because they appear sorted in alphabetical order in the contacts list doesn't mean that they appear in that same order on the SIM. On the SIM they appear in the order in which you input them,
    unless you delete a number in which case the next one entered takes its place.

    Better question is, Why was it there? The apps in the store are supposed to be screened so we wouldn't have to worry about installing them.
