Windows 10: Family member locked out, unable to receive code

I am attempting to link my daughter's account to mine in a family account. She had to accept through her email. When she clicked the email it asked her to log in but said her account was locked. We have followed procedure in online help but are unable to receive code. First we get: Your account has been lockedWe've detected some activity that violates our Microsoft Services Agreement and have locked your account.Unlocking your accountChoose Next and we'll send a verification code to your phone. After you enter the code, you can get back into your account.So we click NEXTIt says Enter your phon

broken "family member needs to sign in"

Parental controls stopped working. Family.Microsoft.com has alert: "Your family member needs to sign in to their Windows 10 device AngLaptop2014 for family features to work.

But the "how to fix this" says

• Select Accounts > Family & other people
• Under Your family, select your family member, then select Allow
• Have your family member sign in with their Microsoft account if asked to

And the steps don't apply. The account is already allowed, and there is no option to change that.

Now what???
