fans running constantly at low cpu, when cpu at 100% speed goes down, need help

recently my laptop, which is a dell inspiron 15 7567 gaming, has been acting up lately. when playing games, it reaches 100%cpu then the speed goes down. it goes to its base clock speed or lower. after i close the app which does that, it goes even lower at .78 ghz. i am really worried about my computer and not using my money on repairing since it has messed up several times in the past. sometimes when i restart my pc it goes to 1.57 ghz. any help? fans running constantly at low cpu, when cpu at 100% speed goes down, need help a46ba79e-60ac-4abb-8af6-cf48e826d79a?upload=true.png

Fan constantly running despite low CPU Usage, Windows 10

I have an Asus Vivobook S200e which has been running fine. However, since I have upgraded to Windows 10 the fan has been constantly running at the highest speed as soon as I turn on my computer. I've checked task manager and the CPU is very low, between
2 and 15%. I tried closing programs in task manager however nothing seems to affect the fan speed. I've been on the forums and tried a lot of what has been recommended however nothing has worked. Any help would be greatly appreciated.

    • What is the memory/disk usage in task manager?
