For some weird reason my fans are running when the CPU usage is low! This doesnt happen outside of windows so it has to be a bug! I think it started happening after updating to Windows 10 2004!

  2. CPU Fan runs constantly

    Hi,

We would like to know the following information to assist you better regarding CPU fan issue.

    • Does the fan runs constantly fast or do you hear any noise?
    • Have you tried updating all the drivers of your computer?
    • Have you tried any troubleshooting steps before posting this concern? If yes, what are those?
    • What is the memory/disk usage in task manager?

You may check this by typing Task Manager in the search box
and hit Enter. Check which application
is taking more memory or disk usage.

    Looking forward to your response.

  3. Fan constantly running despite low CPU Usage, Windows 10

Even CPU usage over 4-5%, if sustained, will create enough heat to require active cooling. Even if you have hundreds or thousands of programs running on the Task Manager details tab, your CPU should be at 1% or less most of the time (unless you're actually
playing a game or processing information, the computer should be nearly idle most of the time). For example, I have several hundred programs running, but since I'm not actually performing any computations, my CPU is still at 2% or less:

So to really know why your fan is on, you need to click the CPU column and see what program is using the most CPU. Then you know what program is building up all the heat. It's probably some background service like file indexing, Cortana, or one of the
numerous other things Windows 10 runs in the background. I wrote about how to find it, and how to handle it, here: PSA: Windows 10 High CPU Usage and What To Do
    About It

Fans running even when CPU usage is 2-5%

Fake high CPU usage - High fan usage - Windows 10

Another interesting finding which proves that this is more like a bug:

In the "Power Options", if "High Performance" is chosen, CPU usage is still reasonable at 5% and fan speed is also down. The same goes for the "Power Saver" option.

It is only the "Balanced" option that results in the explained high CPU utilization.

The transition is instant; i.e. the moment it click on the "Balanced" radio button, the CPU utilization inside the TaskManager goes up from 5% to 100%.
