Windows 10: Faulty power supply sends less power?

Some time ago I had problems with my PC. It would restart without warning and in most cases only the graphics card was booted no bios boot, no fan. I changed my motherboard, processor and ram. Yesterday, testing with and without my graphics card graphics chipset on the processor, I was able to boot the PC boot light ok but no video signal on 2 different screens. Is it possible for a power supply to become faulty and send less current?Power supply : corsaire hx 750w

To get better clarity on the issue, kindly answer the questions below:

• Have you installed any software or programs on your computer prior to this issue?
  
• What was the last thing you have done on your computer before this issue happened?

Since this issue occurs every time you connect or disconnect the computer to the power supply, we suggest you run the Power troubleshooter. To do this, follow the steps below:

• On the Start menu, type Troubleshooting.
  
• On the left-side, click View all.
  
• Select Power and run the troubleshooter.

If the issue persists, then probably the issue is with a faulty driver. Kindly installed the latest chipset driver for your computer. For better assistance on installing the right driver, we suggest you to contact your PC manufacturer.

Lost Power, now PC won't boot. Powers on and clicks.

Hope for sure it is the Power Supply without testing it and the checking the Graphics Card.
