Windows 10: Feature update to Windows 10, version 1809 x64 2020-01B - Error 0x800700c1

I keep getting endless retries for this update with this message:

Windows update is hung on three updates:

Security Update for Windows 10 Version 1511 for x64-based Systems (KB3172729) - Error 0x800700c1

Security Update for Adobe Flash Player for Windows 10 Version 1511 for x64-based Systems (KB3135782) - Error 0x800700c1

Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3176493) - Error 0x800700c1

I have run the Windows Update Troubleshooter, rebooted, and tried to manually install these, all with the same results.

Any suggestions?

Windows 10 Updates still not taking (Error 0x800700c1)

Steps 1-3 completed, on Step 4: no pop-up box with Defer upgrades option.

There was a drop-down box for "Notify to schedule restart" (this was selected) and another for "Automatic." I changed to Automatic and attempted to download and install upgrades again. No luck. I also followed the link to the Microsoft Update Catalog to
manually download and install Updates.
