Windows 10: feedback hub: recreate the problem is greyed out

hi,I am having an issue where when I go to report an issue in the feedback, I cannot recreate the problem because it is greyed out. I tried repairing Windows, the sfc /scannow command, creating a new user account, resetting the feedback hub and uninstalling reinstalling it does not work.

• Do you remember when was the last time you were able to use the feedback hub?
• Did you receive any error message when you open feedback hub?
• Have you already tried updating your Windows Insider version?
• What other troubleshooting steps have you done so far?

Problem with the feedback hub and privacy settings

• As far I know the feedback hub was successfully installed on my computer. It is only when I tried to give feedback recently that I noticed it wouldn't allow me. I have reset the app but the problem persists. I think the problem stems from the privacy settings,
  but I cant seem to make the changes needed to allow feedback.
• My computer is up to date version 1607 (OS Build 14393.1198)
• I am using Windows Defender and Malwarebytes premium but the problem predates the installation of Malwarebytes which I installed recently.

• I do not receive any error messages. I do however get the following screen when the feed back hub takes me to Privacy Options.

Note I can not change diagnostic and usage data, which is greyed out and the yellow header which states. 'Some settings are controlled by your Organisation'. I am a Windows 10 Home user. Thank you for any help forthcoming.

• When did the issue start?
• Were there any recent changes made to your system prior to the issue (updates, software installations, etc.)?

In the meantime, we suggest performing a reset for Feedback Hub application by following these steps:

• Got to Settings and click System.
• Click Apps & Features on the left pane of the screen.
• Select Feedback Hub then click Advanced options.
• Under Storage usage and apps reset, click Reset.
