File Access Denied - Need Admin Rights to Move Files in Desktop

Hello,This is most likely a simple fix but I just cant seem to figure it out. On a new computer it always prompts "You need admin permissions...." when moving a file to a folder on the desktop. I can't figure this out for the life of me. So far it was done by two accounts on the same laptop, both have the same issue. The laptop is on the same network as other ones which means same GPO. I never had this happen beforeSome other notes:Under security settings for desktop, the user has full control and is also the owner. Most certainty its a local GPO settings that's messed up but I cant seem to fi

  2. Denied access to files

    Nforce2 > nvidia.com. There you find drivers.

As for accessing files, take ownership.

    Denied access to files

Ok I got a pc in from a friend and he wants me to fix it, it doesn't boot up properly so I was thinking reinstall windows but first I have to save all his songs and crap. First problem it denies me access to the files on his HDD when it is hooked up to my pc .... damn. Second problem is that it is a very, very old pc nforce 2 chipset and I can't ID the board so I can't get the drivers. It won't turn on so I can't check it that way any ideas.

  4. File Access Denied - Need Admin Rights to Move Files in Desktop

    File Access Denied

I am trying to add a comment to a URL shortcut on my desktop. So, I right click the file, choose Properties, then Details. I fill in the Description field. I hit Apply and get: File Access Denied - You'll need to provide administrator permission to apply
properties to this file. Clicking on Continue (with the shield icon) goes to: You need permission to perform this action - You require permission from <logged-in username> to make changes to this file.

Clicking Try Again is an infinite loop.

This issue is reproduceable on any Windows 10 desktop.

    step 1: Right click desktop.

    step 2: New -> Shortcut

step 3: type: Your request has been blocked. This could be due to several reasons. in the location box.

step 4: type Microsoft in the name for the shortcut.

    step 5: click Finish

    step 6: Right click Microsoft

    step 7: click on Properties

    step 8: Click on Details

    step 9: Alter Description

    step 10: click Apply.

As you can see, I am the owner of the file because I created it on the desktop. But, I don't have the permissions to add a simple description to something like: Microsoft so I can see that instead of the URL when I mouse-over the icon. This only affects
URL shortcuts. I can add descriptions to standard app shortcuts.
